April 21, 2016 – Day 4 – visits: ICAO/OACI & NAVCANADA

In the morning, Delegates of the TBS Aerospace MBA Part-Time 10 program have had the opportunity to visit ICAO/OACI.  The International Civil Aviation Organization is part of the United Nations.  It codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth.

Visit started with the Air Navigation Commission (ANC) room where the 19 technical experts are meeting twice a week. These Commissioners are nominated by the ICAO’s contracting states, and appointed by the ICAO Council.

The development of Aviation Standards and Recommended Practices is done under the direction of the ANC through the formal process of ICAO Panels. Once approved by the Commission, standards are sent to the Council, the political body of ICAO, for consultation and coordination with the Member States before final adoption. The Delegates got the opportunity to briefly meet Mr. Farid Zizi, President of the Air Navigation Commission who warmly welcome TBS, with whom he used to work at ENAC in Toulouse!

The visit continued with the assembly room of the ICAO Council.  This Council  adopts standards and recommended practices concerning air navigation, its infrastructure, flight inspection, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviation. Over 12,000 standards and practices are currently published. ICAO defines the protocols for air accident investigation investigation followed by transport safety authorities in countries signatory to the Chicago Convention.

Delegates have the opportunity to enter into the very large General Assembly Hall where discussions  about work programme for 3 years, budget, new cancellor elections take place.

Eventually the visit ends up with the ICAO museum visit and the ICAO Global Aviation Training.

In the afternoon, Delegates have visited NavCanada in Dorval with deep explanations about civil air navigation services by Mr. Sami Abou-Farhat. NavCanada manages 18 million square kilometres of Canadian and oceanic airspace. With 40,000 customers and 12 million aircraft movements a year, NavCanada is the world’s second-largest air navigation service by traffic volume. NavCanada provides services to commercial and general aviation from facilities throughout Canada, including air traffic control, flight information, weather briefings, aeronautical information services, airport advisory services and electronic aids to navigation. The facilities include area control centres (ACC), airport control towers, flight service stations (FSS), flight information centres (FIC), and Community Aerodrome Radio Stations (CARS).
